 The ROE Futures Reinvestment Zone, LLC project is for the construction of a new 2,400 office building and a new shop building approximating 4,800 sq. ft. The new buildings will be constructed in block 1 of the subdivision of lot 10 in the Sn Tx industrial park 1.

Construction will begin in October of 2024 with an expected completion date of July, 2025. The project value of the proposed improvements is $750,000. The project will create about 4 temporary jobs during the construction phase of the facilities and should then result in 2 full time jobs, growing to 10 full times jobs over 5 years.

Construction on the BESS will begin at the end of the first quarter of 2026, with an expected completion at the end of the fourth quarter of 2026. The current scope of the project is contemplated to include concrete foundations, batteries, containers, transformers, inverters, cabling, a collection line and collection station. The projected value of the proposed improvements is $115,000,000,

The project will create approximately 50 temporary jobs during the construction phase of the facilities. The projects will be located in southern Scurry County in the Ira Independent School District zone., Scurry County, Texas.

REQUEST FOR PROPOSALS TO PURCHASE HOME HEALTH AND HOSPICE BUSINESSES OWNED AND OPERATED BY THE SCURRY COUNTY HOSPITAL DISTRICT

The Scurry County Hospital District invites proposals from qualified purchasers to purchase the Home Health and Hospice businesses operated by the Scurry County Hospital District.

Both businesses of Home Health and Hospice are being offered for acquisition including the licenses to operate each entity.  Opportunity to review current financials for each business is available prior to the due date for proposals of purchase.

The criteria used for selection of the Purchaser will include financial compensation offered, commitment to hire existing home health and hospice staff, commitment as a local operator to maintain a health care office and healthcare availability in Scurry County, willingness to facilitate ownership transition, and experience in the industry.  Proposals should detail the Purchaser’s history in home health/hospice, total 2022 revenues, and should document Medicare and Medicaid certifications and include any accreditation credentials. Proposals should also detail the proposed healthcare service area, to include Scurry County, Texas. Submitted proposals should address each element above.  If the District chooses to accept a bid for purchase, its decision shall be based upon the above criteria and consideration of supplemental information..

Sealed proposals should be delivered to the Scurry County Hospital District, attn: Ella Helms, 1700 Cogdell Blvd.,Snyder, Texas, by 5:00 p.m. CST on Monday, January 29, 2024.  A courtesy copy should also be sent to Craig Carter, Jackson & Carter, 6514 McNeil, Bldg 2, Suite 200, Austin, TX 78759.  Proposals may be personally delivered or mailed to the District, as long as they are received before 5 p.m. on Monday, January 29, 2024.  Mr. Carter’s courtesy copy may be delivered at any time.   Bids will be opened and then disclosed to the Hospital District Board at the regular scheduled board meeting on Wednesday, January 31, 2024 at 8:00 a.m. Bids received after the deadline will not be considered.   The Board may or may not vote to accept bids on that or any other day and reserves the right to refuse or negotiate details of all bids and proposals received.

The Canyon Wind Farm, LLC is a wind farm project. The construction will begin by November 1, 2023or earlier, with an expected completion of December 31, 2024. The facility will have a capacity of 309 Megawatts AC of Nameplate Capacity solar power. The project scope is to construct new, expanded or modernized buildings and property that will be used to produce wind power and perform other functions related to the production, distribution, and transmission of electric power, including wind turbines, towers, transmissions lines, substations and other related materials affixed to the land as fixtures that will constitute improvements under this agreement.

The estimated project cost is $440,000,000. The project will be located in the Canyon Wind Reinvestment Zone 1 in Scurry County Appraisal District, Scurry County, Texas.

The Flatland Solar Project, LLC is a planned solar power project. The construction will begin by November 30, 2024 or earlier, with an expected completion of December 31, 2025. The facility will have a capacity of 180 Megawatts AC of Nameplate Capacity solar power. The project scope is to construct improvements related to the production, distribution and transmission of electric power, including solar panels, racking systems, inverters, balance of plant, solar facility step-up transformer and switchgear and other related materials affixed to the land and fixtures as improvements under this agreement.

The estimated project cost is $246,000,000 of Nameplate Capacity solar power. The project will be located in the Canyon Wind Reinvestment Zone #1 in Scurry County Appraisal District, Scurry County, Texas.

The Cross Trails Energy Storage Project, LLC is a planned storage facility project. The Battery Energy Storage System (BESS) / Gravity Energy Storage System (GESS) will begin construction in Q3 2022, with an expected completion by March 31st, 2024. The facility will have a capacity of 60 Megawatts AC. The facility will be able to provide short periods of grid support during extreme weather or unstable grid conditions that could help keep the wider electricity system running or help bring it back online after failures. The current scope of the project is contemplated to include concrete foundations, batteries, containers, transformers, inverters, cabling, a collection line and collection station.

The estimated project cost is $50,000,000 and the project will be located in the reinvestment zone in Scurry County Appraisal District Property ID 21915, being all of the Northwest Quarter (NW/4) of Section Number Fifteen (15) in Block 3, H&TC Ry.Co. Surveys, Scurry County, Texas.

The Scurry County Hospital District will hold a public hearing to consider and possibly approve a tax abatement agreement between the hospital and:

The proposed Brazos Wind Ventures, LLC project is anticipated to have a capacity of approximately 95 MW located in Scurry County Hospital District. The exact number and location of wind turbines and size of each turbine will vary depending upon ongoing with and siting analysis, turbine manufacturer’s availability, prices, and the megawatt generating capacity of the project when completed. The project will include facilities and equipment installed including wind turbines, towers, foundations, roadways, meteorological towers, collection systems, communications systems, electric switchyard, electric transformers, transmission line and associated towers, interconnection facilities, SCADA systems, transformers, fire suppression systems and all eligible ancillary and necessary equipment.

The estimated project cost is $75,696,000,  and the project will be located in the Scurry/Borden County Line Reinvestment Zone #1.

The public meeting will be held at 8:00 a.m. in the hospital administration board room, located at 1700 Cogdell Blvd. in Snyder, Texas on Wednesday, July 27, 2022.

Notice To Patients

Dr. Rebecca Burson will be closing her Snyder practice as of May 3, 2022. She will be working to complete records and to help facilitate the transfer of her patients to the medical practitioner of their choice in the next few weeks.

Patient records will be maintained at the Cogdell Family Clinic, and the other clinic physicians will be available to provide for your future medical needs. Please contact the clinic at 325-573-1300 should you wish to schedule an appointment with another practitioner.

Budgeted tax dollars over time from 2009 – present. Since 2009,  the annual tax levy at Cogdell Memorial Hospital has been reduced from $8,315,769 in 2009 to $7,383,000. In fact, county tax funds now provide for only 18-20% of the hospital’s total annual funding.

Tax dollars are used to support our hospital, emergency room, clinic operations, specialty clinic, outpatient services, rehabilitation services, and our home health and hospice departments.

In addition to these essential services, a substantial amount of the hospital’s tax funds are used to provide health care services for the county’s indigent health care program, as mandated by the state.

REQUEST FOR PROPOSALS TO PURCHASE HOME HEALTH AND HOSPICE BUSINESSES OWNED AND OPERATED BY THE SCURRY COUNTY HOSPITAL DISTRICT

The Scurry County Hospital District invites proposals from qualified purchasers to purchase the Home Health and Hospice businesses operated by the Scurry County Hospital District.

Both businesses of Home Health and Hospice are being offered for acquisition including the licenses to operate each entity.  Opportunity to review current financials for each business is available prior to the due date for proposals of purchase.

The criteria used for selection of the Purchaser will include financial compensation offered, commitment to hire existing home health and hospice staff, commitment as a local operator to maintain a health care office and healthcare availability in Scurry County, willingness to facilitate ownership transition, and experience in the industry.  Proposals should detail the Purchaser’s history in home health/hospice, total 2022 revenues, and should document Medicare and Medicaid certifications and include any accreditation credentials. Proposals should also detail the proposed healthcare service area, to include Scurry County, Texas. Submitted proposals should address each element above.  If the District chooses to accept a bid for purchase, its decision shall be based upon the above criteria and consideration of supplemental information..

Sealed proposals should be delivered to the Scurry County Hospital District, attn: Ella Helms, 1700 Cogdell Blvd.,Snyder, Texas, by 5:00 p.m. CST on Monday, January 29, 2024.  A courtesy copy should also be sent to Craig Carter, Jackson & Carter, 6514 McNeil, Bldg 2, Suite 200, Austin, TX 78759.  Proposals may be personally delivered or mailed to the District, as long as they are received before 5 p.m. on Monday, January 29, 2024.  Mr. Carter’s courtesy copy may be delivered at any time.   Bids will be opened and then disclosed to the Hospital District Board at the regular scheduled board meeting on Wednesday, January 31, 2024 at 8:00 a.m. Bids received after the deadline will not be considered.   The Board may or may not vote to accept bids on that or any other day and reserves the right to refuse or negotiate details of all bids and proposals received.

REQUEST FOR PROPOSALS TO PURCHASE HOME HEALTH AND HOSPICE BUSINESSES OWNED AND OPERATED BY THE SCURRY COUNTY HOSPITAL DISTRICT

The Scurry County Hospital District invites proposals from qualified purchasers to purchase the Home Health and Hospice businesses operated by the Scurry County Hospital District.

Both businesses of Home Health and Hospice are being offered for acquisition including the licenses to operate each entity.  Opportunity to review current financials for each business is available prior to the due date for proposals of purchase.

The criteria used for selection of the Purchaser will include financial compensation offered, commitment to hire existing home health and hospice staff, commitment as a local operator to maintain a health care office and healthcare availability in Scurry County, willingness to facilitate ownership transition, and experience in the industry.  Proposals should detail the Purchaser’s history in home health/hospice, total 2022 revenues, and should document Medicare and Medicaid certifications and include any accreditation credentials. Proposals should also detail the proposed healthcare service area, to include Scurry County, Texas. Submitted proposals should address each element above.  If the District chooses to accept a bid for purchase, its decision shall be based upon the above criteria and consideration of supplemental information..

Sealed proposals should be delivered to the Scurry County Hospital District, attn: Ella Helms, 1700 Cogdell Blvd.,Snyder, Texas, by 5:00 p.m. CST on Monday, January 29, 2024.  A courtesy copy should also be sent to Craig Carter, Jackson & Carter, 6514 McNeil, Bldg 2, Suite 200, Austin, TX 78759.  Proposals may be personally delivered or mailed to the District, as long as they are received before 5 p.m. on Monday, January 29, 2024.  Mr. Carter’s courtesy copy may be delivered at any time.   Bids will be opened and then disclosed to the Hospital District Board at the regular scheduled board meeting on Wednesday, January 31, 2024 at 8:00 a.m. Bids received after the deadline will not be considered.   The Board may or may not vote to accept bids on that or any other day and reserves the right to refuse or negotiate details of all bids and proposals received.

The proposed Brazos Wind Ventures, LLC project is anticipated to have a capacity of approximately 95 MW located in Scurry County Hospital District. The exact number and location of wind turbines and size of each turbine will vary depending upon ongoing with and siting analysis, turbine manufacturer’s availability, prices, and the megawatt generating capacity of the project when completed. The project will include facilities and equipment installed including wind turbines, towers, foundations, roadways, meteorological towers, collection systems, communications systems, electric switchyard, electric transformers, transmission line and associated towers, interconnection facilities, SCADA systems, transformers, fire suppression systems and all eligible ancillary and necessary equipment.

The estimated project cost is $75,696,000,  and the project will be located in the Scurry/Borden County Line Reinvestment Zone #1.

Budgeted tax dollars over time from 2009 – present. Since 2009,  the annual tax levy at Cogdell Memorial Hospital has been reduced from $8,315,769 in 2009 to $7,383,000. In fact, county tax funds now provide for only 18-20% of the hospital’s total annual funding.

Tax dollars are used to support our hospital, emergency room, clinic operations, specialty clinic, outpatient services, rehabilitation services, and our home health and hospice departments.

In addition to these essential services, a substantial amount of the hospital’s tax funds are used to provide health care services for the county’s indigent health care program, as mandated by the state.

 The Scurry County Hospital District will hold a public hearing to consider and possibly approve tax abatement agreements between the hospital and:

The Flatland Storage, LLC is a 100 megawatts AC battery energy storage system (BESS). The BESS will be able to provide short periods of grid support during extreme weather or unstable grid conditions which could help keep the wider electricity system running or help bring it back online after failures.

Construction on the BESS will begin at the end of the first quarter of 2026, with an expected completion at the end of the fourth quarter of 2026. The current scope of the project is contemplated to include concrete foundations, batteries, containers, transformers, inverters, cabling, a collection line and collection station. The projected value of the proposed improvements is $115,000,000,

The project will create approximately 50 temporary jobs during the construction phase of the facilities. The projects will be located in southern Scurry County in the Ira Independent School District zone., Scurry County, Texas.

The public meeting will be held at 8:00 a.m. in the hospital administration board room, located at 1700 Cogdell Blvd. in Snyder, Texas on Thursday, August 28, 2024.

The current scope of the project is contemplated to include concrete foundations, batteries, containers, transformers, inverters, cabling, a collection line and collection station.

The project will create approximately 50 temporary jobs during the construction phase of the facilities. The projects will be located in southern Scurry County in the Ira Independent School District zone., Scurry County, Texas.  Projected construction cost $110 million.

REQUEST FOR PROPOSALS TO PURCHASE HOME HEALTH AND HOSPICE BUSINESSES OWNED AND OPERATED BY THE SCURRY COUNTY HOSPITAL DISTRICT

The Scurry County Hospital District invites proposals from qualified purchasers to purchase the Home Health and Hospice businesses operated by the Scurry County Hospital District.

Both businesses of Home Health and Hospice are being offered for acquisition including the licenses to operate each entity.  Opportunity to review current financials for each business is available prior to the due date for proposals of purchase.

The criteria used for selection of the Purchaser will include financial compensation offered, commitment to hire existing home health and hospice staff, commitment as a local operator to maintain a health care office and healthcare availability in Scurry County, willingness to facilitate ownership transition, and experience in the industry.  Proposals should detail the Purchaser’s history in home health/hospice, total 2022 revenues, and should document Medicare and Medicaid certifications and include any accreditation credentials. Proposals should also detail the proposed healthcare service area, to include Scurry County, Texas. Submitted proposals should address each element above.  If the District chooses to accept a bid for purchase, its decision shall be based upon the above criteria and consideration of supplemental information..

Sealed proposals should be delivered to the Scurry County Hospital District, attn: Ella Helms, 1700 Cogdell Blvd.,Snyder, Texas, by 5:00 p.m. CST on Monday, January 29, 2024.  A courtesy copy should also be sent to Craig Carter, Jackson & Carter, 6514 McNeil, Bldg 2, Suite 200, Austin, TX 78759.  Proposals may be personally delivered or mailed to the District, as long as they are received before 5 p.m. on Monday, January 29, 2024.  Mr. Carter’s courtesy copy may be delivered at any time.   Bids will be opened and then disclosed to the Hospital District Board at the regular scheduled board meeting on Wednesday, January 31, 2024 at 8:00 a.m. Bids received after the deadline will not be considered.   The Board may or may not vote to accept bids on that or any other day and reserves the right to refuse or negotiate details of all bids and proposals received.

The project scope is to construct new, expanded or modernized buildings and property that will be used to produce wind power and perform other functions related to the production, distribution, and transmission of electric power, including wind turbines, towers, transmissions lines, substations and other related materials affixed to the land as fixtures that will constitute improvements under this agreement.

The estimated project cost is $440,000,000. The project will be located in the Canyon Wind Reinvestment Zone 1 in Scurry County Appraisal District, Scurry County, Texas.

The project scope is to construct improvements related to the production, distribution and transmission of electric power, including solar panels, racking systems, inverters, balance of plant, solar facility step-up transformer and switchgear and other related materials affixed to the land and fixtures as improvements under this agreement.

The Scurry County Hospital District will hold a public hearing to consider and possibly approve a tax abatement agreement between the hospital and:

The proposed Brazos Wind Ventures, LLC project is anticipated to have a capacity of approximately 95 MW located in Scurry County Hospital District. The exact number and location of wind turbines and size of each turbine will vary depending upon ongoing with and siting analysis, turbine manufacturer’s availability, prices, and the megawatt generating capacity of the project when completed. The project will include facilities and equipment installed including wind turbines, towers, foundations, roadways, meteorological towers, collection systems, communications systems, electric switchyard, electric transformers, transmission line and associated towers, interconnection facilities, SCADA systems, transformers, fire suppression systems and all eligible ancillary and necessary equipment.

The estimated project cost is $75,696,000,  and the project will be located in the Scurry/Borden County Line Reinvestment Zone #1.

2021

Budgeted tax dollars over time from 2009 – present. Since 2009,  the annual tax levy at Cogdell Memorial Hospital has been reduced from $8,315,769 in 2009 to $7,383,000. In fact, county tax funds now provide for only 18-20% of the hospital’s total annual funding.

Tax dollars are used to support our hospital, emergency room, clinic operations, specialty clinic, outpatient services, rehabilitation services, and our home health and hospice departments.

In addition to these essential services, a substantial amount of the hospital’s tax funds are used to provide health care services for the county’s indigent health care program, as mandated by the state.

The estimated capacity of the project is for the construction of 240MW, subject to change. The estimated project cost is $240 million.

REQUEST FOR PROPOSALS TO PURCHASE HOME HEALTH AND HOSPICE BUSINESSES OWNED AND OPERATED BY THE SCURRY COUNTY HOSPITAL DISTRICT

The Scurry County Hospital District invites proposals from qualified purchasers to purchase the Home Health and Hospice businesses operated by the Scurry County Hospital District.

Both businesses of Home Health and Hospice are being offered for acquisition including the licenses to operate each entity.  Opportunity to review current financials for each business is available prior to the due date for proposals of purchase.

The criteria used for selection of the Purchaser will include financial compensation offered, commitment to hire existing home health and hospice staff, commitment as a local operator to maintain a health care office and healthcare availability in Scurry County, willingness to facilitate ownership transition, and experience in the industry.  Proposals should detail the Purchaser’s history in home health/hospice, total 2022 revenues, and should document Medicare and Medicaid certifications and include any accreditation credentials. Proposals should also detail the proposed healthcare service area, to include Scurry County, Texas. Submitted proposals should address each element above.  If the District chooses to accept a bid for purchase, its decision shall be based upon the above criteria and consideration of supplemental information..

Sealed proposals should be delivered to the Scurry County Hospital District, attn: Ella Helms, 1700 Cogdell Blvd.,Snyder, Texas, by 5:00 p.m. CST on Monday, January 29, 2024.  A courtesy copy should also be sent to Craig Carter, Jackson & Carter, 6514 McNeil, Bldg 2, Suite 200, Austin, TX 78759.  Proposals may be personally delivered or mailed to the District, as long as they are received before 5 p.m. on Monday, January 29, 2024.  Mr. Carter’s courtesy copy may be delivered at any time.   Bids will be opened and then disclosed to the Hospital District Board at the regular scheduled board meeting on Wednesday, January 31, 2024 at 8:00 a.m. Bids received after the deadline will not be considered.   The Board may or may not vote to accept bids on that or any other day and reserves the right to refuse or negotiate details of all bids and proposals received.

The proposed Brazos Wind Ventures, LLC project is anticipated to have a capacity of approximately 95 MW located in Scurry County Hospital District. The exact number and location of wind turbines and size of each turbine will vary depending upon ongoing with and siting analysis, turbine manufacturer’s availability, prices, and the megawatt generating capacity of the project when completed. The project will include facilities and equipment installed including wind turbines, towers, foundations, roadways, meteorological towers, collection systems, communications systems, electric switchyard, electric transformers, transmission line and associated towers, interconnection facilities, SCADA systems, transformers, fire suppression systems and all eligible ancillary and necessary equipment.

The estimated project cost is $75,696,000,  and the project will be located in the Scurry/Borden County Line Reinvestment Zone #1.

2021

Budgeted tax dollars over time from 2009 – present. Since 2009,  the annual tax levy at Cogdell Memorial Hospital has been reduced from $8,315,769 in 2009 to $7,383,000. In fact, county tax funds now provide for only 18-20% of the hospital’s total annual funding.

Tax dollars are used to support our hospital, emergency room, clinic operations, specialty clinic, outpatient services, rehabilitation services, and our home health and hospice departments.

In addition to these essential services, a substantial amount of the hospital’s tax funds are used to provide health care services for the county’s indigent health care program, as mandated by the state.

Estimated improvements include wind turbines, foundations, collection systems, transmission lines and interconnection infrastructure, additional meteorological towers, roads, operations and maintenances facilities, and control systems necessary for commercial generation of electricity.

The estimated capacity of the project is for the construction of 240MW, subject to change. The estimated project cost is $240 million.

REQUEST FOR PROPOSALS TO PURCHASE HOME HEALTH AND HOSPICE BUSINESSES OWNED AND OPERATED BY THE SCURRY COUNTY HOSPITAL DISTRICT

The Scurry County Hospital District invites proposals from qualified purchasers to purchase the Home Health and Hospice businesses operated by the Scurry County Hospital District.

Both businesses of Home Health and Hospice are being offered for acquisition including the licenses to operate each entity.  Opportunity to review current financials for each business is available prior to the due date for proposals of purchase.

The criteria used for selection of the Purchaser will include financial compensation offered, commitment to hire existing home health and hospice staff, commitment as a local operator to maintain a health care office and healthcare availability in Scurry County, willingness to facilitate ownership transition, and experience in the industry.  Proposals should detail the Purchaser’s history in home health/hospice, total 2022 revenues, and should document Medicare and Medicaid certifications and include any accreditation credentials. Proposals should also detail the proposed healthcare service area, to include Scurry County, Texas. Submitted proposals should address each element above.  If the District chooses to accept a bid for purchase, its decision shall be based upon the above criteria and consideration of supplemental information..

Sealed proposals should be delivered to the Scurry County Hospital District, attn: Ella Helms, 1700 Cogdell Blvd.,Snyder, Texas, by 5:00 p.m. CST on Monday, January 29, 2024.  A courtesy copy should also be sent to Craig Carter, Jackson & Carter, 6514 McNeil, Bldg 2, Suite 200, Austin, TX 78759.  Proposals may be personally delivered or mailed to the District, as long as they are received before 5 p.m. on Monday, January 29, 2024.  Mr. Carter’s courtesy copy may be delivered at any time.   Bids will be opened and then disclosed to the Hospital District Board at the regular scheduled board meeting on Wednesday, January 31, 2024 at 8:00 a.m. Bids received after the deadline will not be considered.   The Board may or may not vote to accept bids on that or any other day and reserves the right to refuse or negotiate details of all bids and proposals received.

The Cross Trails Energy Storage Project, LLC is a planned storage facility project. The Battery Energy Storage System (BESS) / Gravity Energy Storage System (GESS) will begin construction in Q3 2022, with an expected completion by March 31st, 2024. The facility will have a capacity of 60 Megawatts AC. The facility will be able to provide short periods of grid support during extreme weather or unstable grid conditions that could help keep the wider electricity system running or help bring it back online after failures. The current scope of the project is contemplated to include concrete foundations, batteries, containers, transformers, inverters, cabling, a collection line and collection station.

The estimated project cost is $50,000,000 and the project will be located in the reinvestment zone in Scurry County Appraisal District Property ID 21915, being all of the Northwest Quarter (NW/4) of Section Number Fifteen (15) in Block 3, H&TC Ry.Co. Surveys, Scurry County, Texas.

The proposed Brazos Wind Ventures, LLC project is anticipated to have a capacity of approximately 95 MW located in Scurry County Hospital District. The exact number and location of wind turbines and size of each turbine will vary depending upon ongoing with and siting analysis, turbine manufacturer’s availability, prices, and the megawatt generating capacity of the project when completed. The project will include facilities and equipment installed including wind turbines, towers, foundations, roadways, meteorological towers, collection systems, communications systems, electric switchyard, electric transformers, transmission line and associated towers, interconnection facilities, SCADA systems, transformers, fire suppression systems and all eligible ancillary and necessary equipment.

The estimated project cost is $75,696,000,  and the project will be located in the Scurry/Borden County Line Reinvestment Zone #1.

The public meeting will be held at 8:00 a.m. in the hospital administration board room, located at 1700 Cogdell Blvd. in Snyder, Texas on Wednesday, July 27, 2022.

2021

Budgeted tax dollars over time from 2009 – present. Since 2009,  the annual tax levy at Cogdell Memorial Hospital has been reduced from $8,315,769 in 2009 to $7,383,000. In fact, county tax funds now provide for only 18-20% of the hospital’s total annual funding.

Tax dollars are used to support our hospital, emergency room, clinic operations, specialty clinic, outpatient services, rehabilitation services, and our home health and hospice departments.

In addition to these essential services, a substantial amount of the hospital’s tax funds are used to provide health care services for the county’s indigent health care program, as mandated by the state.

REQUEST FOR PROPOSALS TO PURCHASE HOME HEALTH AND HOSPICE BUSINESSES OWNED AND OPERATED BY THE SCURRY COUNTY HOSPITAL DISTRICT

The Scurry County Hospital District invites proposals from qualified purchasers to purchase the Home Health and Hospice businesses operated by the Scurry County Hospital District.

Both businesses of Home Health and Hospice are being offered for acquisition including the licenses to operate each entity.  Opportunity to review current financials for each business is available prior to the due date for proposals of purchase.

The criteria used for selection of the Purchaser will include financial compensation offered, commitment to hire existing home health and hospice staff, commitment as a local operator to maintain a health care office and healthcare availability in Scurry County, willingness to facilitate ownership transition, and experience in the industry.  Proposals should detail the Purchaser’s history in home health/hospice, total 2022 revenues, and should document Medicare and Medicaid certifications and include any accreditation credentials. Proposals should also detail the proposed healthcare service area, to include Scurry County, Texas. Submitted proposals should address each element above.  If the District chooses to accept a bid for purchase, its decision shall be based upon the above criteria and consideration of supplemental information..

Sealed proposals should be delivered to the Scurry County Hospital District, attn: Ella Helms, 1700 Cogdell Blvd.,Snyder, Texas, by 5:00 p.m. CST on Monday, January 29, 2024.  A courtesy copy should also be sent to Craig Carter, Jackson & Carter, 6514 McNeil, Bldg 2, Suite 200, Austin, TX 78759.  Proposals may be personally delivered or mailed to the District, as long as they are received before 5 p.m. on Monday, January 29, 2024.  Mr. Carter’s courtesy copy may be delivered at any time.   Bids will be opened and then disclosed to the Hospital District Board at the regular scheduled board meeting on Wednesday, January 31, 2024 at 8:00 a.m. Bids received after the deadline will not be considered.   The Board may or may not vote to accept bids on that or any other day and reserves the right to refuse or negotiate details of all bids and proposals received.

The Scurry County Hospital District will hold a public hearing to consider and possibly approve an amendment to the tax abatement agreement between the hospital and:

The Canyon Wind Farm, LLC is a wind farm project. The construction will begin by November 1, 2023or earlier, with an expected completion of December 31, 2024. The facility will have a capacity of 309 Megawatts AC of Nameplate Capacity solar power. The project scope is to construct new, expanded or modernized buildings and property that will be used to produce wind power and perform other functions related to the production, distribution, and transmission of electric power, including wind turbines, towers, transmissions lines, substations and other related materials affixed to the land as fixtures that will constitute improvements under this agreement.

The estimated project cost is $440,000,000. The project will be located in the Canyon Wind Reinvestment Zone 1 in Scurry County Appraisal District, Scurry County, Texas.

The public meeting will be held at 8:00 a.m. in the hospital administration board room, located at 1700 Cogdell Blvd. in Snyder, Texas on Wednesday, December 7, 2022.

The Flatland Solar Project, LLC is a planned solar power project. The construction will begin by November 30, 2024 or earlier, with an expected completion of December 31, 2025. The facility will have a capacity of 180 Megawatts AC of Nameplate Capacity solar power. The project scope is to construct improvements related to the production, distribution and transmission of electric power, including solar panels, racking systems, inverters, balance of plant, solar facility step-up transformer and switchgear and other related materials affixed to the land and fixtures as improvements under this agreement.

The estimated project cost is $246,000,000 of Nameplate Capacity solar power. The project will be located in the Canyon Wind Reinvestment Zone #1 in Scurry County Appraisal District, Scurry County, Texas.

The Cross Trails Energy Storage Project, LLC is a planned storage facility project. The Battery Energy Storage System (BESS) / Gravity Energy Storage System (GESS) will begin construction in Q3 2022, with an expected completion by March 31st, 2024. The facility will have a capacity of 60 Megawatts AC. The facility will be able to provide short periods of grid support during extreme weather or unstable grid conditions that could help keep the wider electricity system running or help bring it back online after failures. The current scope of the project is contemplated to include concrete foundations, batteries, containers, transformers, inverters, cabling, a collection line and collection station.

The estimated project cost is $50,000,000 and the project will be located in the reinvestment zone in Scurry County Appraisal District Property ID 21915, being all of the Northwest Quarter (NW/4) of Section Number Fifteen (15) in Block 3, H&TC Ry.Co. Surveys, Scurry County, Texas.

The Scurry County Hospital District will hold a public hearing to consider and possibly approve a tax abatement agreement between the hospital and:

The proposed Brazos Wind Ventures, LLC project is anticipated to have a capacity of approximately 95 MW located in Scurry County Hospital District. The exact number and location of wind turbines and size of each turbine will vary depending upon ongoing with and siting analysis, turbine manufacturer’s availability, prices, and the megawatt generating capacity of the project when completed. The project will include facilities and equipment installed including wind turbines, towers, foundations, roadways, meteorological towers, collection systems, communications systems, electric switchyard, electric transformers, transmission line and associated towers, interconnection facilities, SCADA systems, transformers, fire suppression systems and all eligible ancillary and necessary equipment.

The estimated project cost is $75,696,000,  and the project will be located in the Scurry/Borden County Line Reinvestment Zone #1.

The public meeting will be held at 8:00 a.m. in the hospital administration board room, located at 1700 Cogdell Blvd. in Snyder, Texas on Wednesday, July 27, 2022.

Dr. Rebecca Burson will be closing her Snyder practice as of May 3, 2022. She will be working to complete records and to help facilitate the transfer of her patients to the medical practitioner of their choice in the next few weeks.

2021

Budgeted tax dollars over time from 2009 – present. Since 2009,  the annual tax levy at Cogdell Memorial Hospital has been reduced from $8,315,769 in 2009 to $7,383,000. In fact, county tax funds now provide for only 18-20% of the hospital’s total annual funding.

Tax dollars are used to support our hospital, emergency room, clinic operations, specialty clinic, outpatient services, rehabilitation services, and our home health and hospice departments.

In addition to these essential services, a substantial amount of the hospital’s tax funds are used to provide health care services for the county’s indigent health care program, as mandated by the state.

The Scurry County Hospital District will hold a public hearing to consider and possibly approve tax abatement agreements between the hospital and:

IP Lumina BESS, LLC and IP Lumina II BESS, LLC Intersect Power, LLC

The IP Lumina BESS, LLC and IP Lumina II BESS, LLD are planned battery energy storage systems (BESS). The BESS will be able to provide short periods of grid support during extreme weather or unstable grid conditions which could help keep the wider electricity system running or help bring it back online after failures.  Each facility will have a capacity of 160 Megawatts AC. Construction on the BESS will begin at the end of the second quarter of 2024 with an expected completion at the end of the fourth quarter of 2024. The current scope of the project is contemplated to include concrete foundations, batteries, containers, transformers, inverters, cabling, a collection line and collection station.

The estimated cost of each project is $119,680,000  and each will create approximately 50 temporary jobs during the construction phase of the facilities. The projects will be located in the Northern Scurry County Reinvestment Zones 1 and 2., Scurry County, Texas.

REQUEST FOR PROPOSALS TO PURCHASE HOME HEALTH AND HOSPICE BUSINESSES OWNED AND OPERATED BY THE SCURRY COUNTY HOSPITAL DISTRICT

The Scurry County Hospital District invites proposals from qualified purchasers to purchase the Home Health and Hospice businesses operated by the Scurry County Hospital District.

Both businesses of Home Health and Hospice are being offered for acquisition including the licenses to operate each entity.  Opportunity to review current financials for each business is available prior to the due date for proposals of purchase.

The criteria used for selection of the Purchaser will include financial compensation offered, commitment to hire existing home health and hospice staff, commitment as a local operator to maintain a health care office and healthcare availability in Scurry County, willingness to facilitate ownership transition, and experience in the industry.  Proposals should detail the Purchaser’s history in home health/hospice, total 2022 revenues, and should document Medicare and Medicaid certifications and include any accreditation credentials. Proposals should also detail the proposed healthcare service area, to include Scurry County, Texas. Submitted proposals should address each element above.  If the District chooses to accept a bid for purchase, its decision shall be based upon the above criteria and consideration of supplemental information..

Sealed proposals should be delivered to the Scurry County Hospital District, attn: Ella Helms, 1700 Cogdell Blvd.,Snyder, Texas, by 5:00 p.m. CST on Monday, January 29, 2024.  A courtesy copy should also be sent to Craig Carter, Jackson & Carter, 6514 McNeil, Bldg 2, Suite 200, Austin, TX 78759.  Proposals may be personally delivered or mailed to the District, as long as they are received before 5 p.m. on Monday, January 29, 2024.  Mr. Carter’s courtesy copy may be delivered at any time.   Bids will be opened and then disclosed to the Hospital District Board at the regular scheduled board meeting on Wednesday, January 31, 2024 at 8:00 a.m. Bids received after the deadline will not be considered.   The Board may or may not vote to accept bids on that or any other day and reserves the right to refuse or negotiate details of all bids and proposals received.

The Canyon Wind Farm, LLC is a wind farm project. The construction will begin by November 1, 2023or earlier, with an expected completion of December 31, 2024. The facility will have a capacity of 309 Megawatts AC of Nameplate Capacity solar power. The project scope is to construct new, expanded or modernized buildings and property that will be used to produce wind power and perform other functions related to the production, distribution, and transmission of electric power, including wind turbines, towers, transmissions lines, substations and other related materials affixed to the land as fixtures that will constitute improvements under this agreement.

The estimated project cost is $440,000,000. The project will be located in the Canyon Wind Reinvestment Zone 1 in Scurry County Appraisal District, Scurry County, Texas.

The public meeting will be held at 8:00 a.m. in the hospital administration board room, located at 1700 Cogdell Blvd. in Snyder, Texas on Wednesday, December 7, 2022.

The Flatland Solar Project, LLC is a planned solar power project. The construction will begin by November 30, 2024 or earlier, with an expected completion of December 31, 2025. The facility will have a capacity of 180 Megawatts AC of Nameplate Capacity solar power. The project scope is to construct improvements related to the production, distribution and transmission of electric power, including solar panels, racking systems, inverters, balance of plant, solar facility step-up transformer and switchgear and other related materials affixed to the land and fixtures as improvements under this agreement.

The estimated project cost is $246,000,000 of Nameplate Capacity solar power. The project will be located in the Canyon Wind Reinvestment Zone #1 in Scurry County Appraisal District, Scurry County, Texas.

The Cross Trails Energy Storage Project, LLC is a planned storage facility project. The Battery Energy Storage System (BESS) / Gravity Energy Storage System (GESS) will begin construction in Q3 2022, with an expected completion by March 31st, 2024. The facility will have a capacity of 60 Megawatts AC. The facility will be able to provide short periods of grid support during extreme weather or unstable grid conditions that could help keep the wider electricity system running or help bring it back online after failures. The current scope of the project is contemplated to include concrete foundations, batteries, containers, transformers, inverters, cabling, a collection line and collection station.

The estimated project cost is $50,000,000 and the project will be located in the reinvestment zone in Scurry County Appraisal District Property ID 21915, being all of the Northwest Quarter (NW/4) of Section Number Fifteen (15) in Block 3, H&TC Ry.Co. Surveys, Scurry County, Texas.

The Scurry County Hospital District will hold a public hearing to consider and possibly approve a tax abatement agreement between the hospital and:

The proposed Brazos Wind Ventures, LLC project is anticipated to have a capacity of approximately 95 MW located in Scurry County Hospital District. The exact number and location of wind turbines and size of each turbine will vary depending upon ongoing with and siting analysis, turbine manufacturer’s availability, prices, and the megawatt generating capacity of the project when completed. The project will include facilities and equipment installed including wind turbines, towers, foundations, roadways, meteorological towers, collection systems, communications systems, electric switchyard, electric transformers, transmission line and associated towers, interconnection facilities, SCADA systems, transformers, fire suppression systems and all eligible ancillary and necessary equipment.

The estimated project cost is $75,696,000,  and the project will be located in the Scurry/Borden County Line Reinvestment Zone #1.

The public meeting will be held at 8:00 a.m. in the hospital administration board room, located at 1700 Cogdell Blvd. in Snyder, Texas on Wednesday, July 27, 2022.

Dr. Rebecca Burson will be closing her Snyder practice as of May 3, 2022. She will be working to complete records and to help facilitate the transfer of her patients to the medical practitioner of their choice in the next few weeks.

Budgeted tax dollars over time from 2009 – present. Since 2009,  the annual tax levy at Cogdell Memorial Hospital has been reduced from $8,315,769 in 2009 to $7,383,000. In fact, county tax funds now provide for only 18-20% of the hospital’s total annual funding.

Tax dollars are used to support our hospital, emergency room, clinic operations, specialty clinic, outpatient services, rehabilitation services, and our home health and hospice departments.

In addition to these essential services, a substantial amount of the hospital’s tax funds are used to provide health care services for the county’s indigent health care program, as mandated by the state.

The estimated capacity of the project is for the construction of 240MW, subject to change. The estimated project cost is $240 million.
